Jeff Hartley is a distinguished government relations consultant, boasting an impressive career spanning nearly three decades. As President of SBM Partners, Jeff has helped grow the firm to become one of the most respected in Florida.

 

Jeff relies on deep relationships with House and Senate leadership, the Governor’s office, and the Cabinet, to guide corporations, coalitions and stakeholders through the process. Jeff’s diverse portfolio of issues range from regulated industries, workers’ compensation, and education to health care, local government, automotive industry, and corrections.

Jeff also has extensive experience with the appropriations process, having secured hundreds of millions in public funding on behalf of the firm’s clients. As one of the state’s most prolific political fundraisers, he is responsible for coordinating the firm’s multi-million dollar fundraising efforts.

Jeff lives in Tallahassee with his wife Sonya and daughter Emma.

During her 20-year career, Teye Carmichael has been an effective and relentless advocate. She has spearheaded several high-profile policy initiatives involving the Governor, Florida Senate and Florida House. Her in-depth understanding of policy enables her to lend expertise to a wide range of clients, including organizations in health care, insurance, financial services and business and professional regulation.

Teye has led policy development on behalf of Florida’s largest business trade association, shaping solutions to some of the state’s greatest challenges and paving the way for economic growth and prosperity.

 

Teye began her political career working in the Florida House of Representatives after spending several years as an attorney in private practice. Teye has been licensed to practice law in Florida since 2008 and is a member of the Florida Bar Association. Teye lives in Tallahassee with her husband, Ricky.

With more than 30 years of business and legislative experience, Steve Crisafulli effectively represents clients in a diverse array of industries, including health care, education, banking, insurance, energy, telecommunications, aerospace and agriculture. Steve’s longstanding relationships with legislative and executive branch leaders provide him with unique opportunities to advocate in a truly personal manner on behalf of SBM Partners’ clients.

Before opening his own successful consulting business, which merged with SBM Partners in 2025, Steve served as the 85th Speaker of the Florida House of Representatives from 2014 to 2016. As Speaker, Steve spearheaded landmark water quality protection legislation and led on key issues in agriculture, business, aerospace, education and health care industries.

Steve graduated from Eastern Florida State College and the University of Central Florida with a B.A. degree in Business, Mass Communications, and Public Administration. Steve serves on the boards of numerous national, state, and local business, civic, and

community organizations. He lives in Merritt Island with his wife Kristen and their daughters Carly and Kennedy.

Lisa Hurley has practiced law and worked in the government affairs arena in Florida’s Capital City for more than 25 years. She joined SBM Partners in 2016, bringing expertise to support clients across a broad range of policy issues, including appropriations, economic development, land use, environmental regulation, public safety, criminal justice, children and family matters, procurement, and finance and tax. She is known for her tenacious advocacy and passion for her clients’ issues.

 

Before joining SBM Partners, Lisa was legislative director at the Florida Association of Counties, where she developed and executed statewide legislative advocacy efforts for all of Florida’s 67 counties. Lisa successfully negotiated and passed legislation that resolved multi-county, multimillion-dollar litigation, spanning several years with the state over the costs of juvenile detention.

Lisa served as Special Counsel and Deputy Secretary at Florida’s Department of Management Services under Governor Jeb Bush where she oversaw state purchasing, the implementation of MyFloridaMarketPlace, fleet management, private prisons and large procurement agreements.

 

Lisa is an attorney with considerable experience in administrative, criminal and civil litigation, having previously practiced at global law firms Akerman, LLP and Foley &Larder, LLP.

 

A native Floridian, Lisa earned her Bachelor of Science in Economics and Juris Doctorate from Florida State University College of Law.

Jonathan Rees is a government affairs expert with experience representing a variety of businesses, trade associations, and non-profit organizations before the legislative and executive branches. Known for his ability to develop relationships and build consensus, Jonathan has a proven track record of success in helping clients achieve their goals.

 

At SBM Partners, Jonathan has coordinated the successful passage of numerous client budget and policy priorities, including securing $10 million in state funding for awards and incentives benefitting Florida’s thoroughbred breeders and owners, passing legislation to implement a statewide regulatory structure for “dosage form animal products,” and securing $1.67 million in funding for the expansion of an equine and agribusiness program within the Florida College System.

 

Prior to joining SBM Partners, Jonathan served as the director of state government affairs for Anheuser-Busch, where he developed and executed plans to drive the company’s legislative strategy, including overseeing a lobby team and budget in excess of $1 million across seven states. Jonathan also served as the deputy legislative affairs director for the Florida Department of Agriculture and Consumer Services and the legislative assistant to former State Representative and Congressman Ross Spano.

 

Jonathan is a magna cum laude graduate of Florida State University with an undergraduate degree in International Affairs. Jonathan lives in Tallahassee with his wife Nicole and their son, Jefferson.

David Daniel is a seasoned professional in the fields of public affairs, government relations and political consulting, with a proven track record of delivering results for his clients. Having worked both inside and outside the halls of government in Washington D.C., and Tallahassee since 1994, David leverages his federal and state experience to provide SBM Partners' clients with keen insights on how to achieve their legislative goals. Stemming from his in-depth knowledge of government at the legislative, political and grassroots levels, David consistently helps businesses secure wins in the state.

 

A sought-after keynote speaker at industry conferences, David also serves as a media spokesperson on highly complex and controversial issues. His unique ability to craft successful messaging to position priority issues ensures solutions and new opportunities for client growth and success.

Prior to joining SBM Partnerrs in 2010, David served as vice president of governmental affairs for the Florida Chamber of Commerce. In that role, he helped build and manage the organization’s highly effective legislative lobbying and public affairs strategy team, which secured victories against some of the state’s most powerful and entrenched special interest groups.

Originally from Brevard County, David graduated from Florida State University with a Bachelor of Arts in Political Science and a minor in Communications. He resides in Tallahassee with his wife, Kim.

Parker joined SBM Partners in January 2025. Before joining SBM Partners, Parker served as the Deputy Director of Legislative Affairs at the Florida Department of Financial Services under CFO Jimmy Patronis. During his time at DFS, Parker served in various roles and collaborated with numerous stakeholders on different policy issues.

Parker is a graduate of Florida State University where he received an undergraduate degree in Finance and a master’s degree in Applied American Politics and Policy.
